
Do You Need 20% Down to Buy in York County? USDA, FHA, PHFA and More
No. You do not need 20% down to buy a home in York County. Conventional loans go as low as 3% down, FHA is 3.5%, and VA and USDA loans require no down payment at all, with much of rural York County inside the USDA-eligible area. Pennsylvania's housing agency, PHFA, adds closing-cost and down payment help on top of those.
The 20% figure is where a conventional lender stops charging mortgage insurance. It was never the minimum. On York County's 2026 year-to-date median sale price of $309,900, 20% is $61,980 in cash; 3% is $9,297. That gap is the difference between buying this year and renting for years while you save.
What is the lowest down payment on a conventional loan?
Three percent. Fannie Mae's HomeReady and Freddie Mac's Home Possible programs both allow a 3% down payment; Home Possible caps qualifying income at 80% of area median income, and HomeReady is built for low-income borrowers who may be first-time or repeat buyers. Both carry private mortgage insurance until you have enough equity, but at a reduced rate compared with a standard loan. On a $309,900 home, 3% is $9,297. Standard conventional loans without the income limit typically start at 5% down.
How much do you need down for an FHA loan?
3.5% of the purchase price, per HUD. On the median York County home that is $10,847. FHA loans are insured by the federal government, which is why lenders accept lower credit scores and higher debt ratios than they do on conventional loans. The trade-off is a mortgage insurance premium, paid up front and monthly, that on most FHA loans stays for the life of the loan unless you refinance out of it. FHA works on one- to four-unit properties, so a York City duplex where you live in one side qualifies.
Who can buy with zero down?
Veterans, service members and eligible surviving spouses through the VA, and moderate-income buyers in eligible rural areas through USDA.
- VA loans: no down payment as long as the price is not above the appraised value, and no private mortgage insurance or monthly mortgage insurance premium. Most borrowers pay a one-time VA funding fee, which can be financed.
- USDA guaranteed loans: no money down for buyers who qualify. Household income must not exceed 115% of the area median, the home must be your primary residence, and it has to sit in a USDA-eligible rural area. USDA's guaranteed loan handbook treats a credit score of 640 or higher as meeting its minimum credit standard, though lenders review the whole file.
Which parts of York County are USDA eligible?
Most of the county by land area, but not the City of York and its built-up suburbs, and not the Hanover area. USDA draws the line by census geography, not school district or ZIP code, so two houses a mile apart can land on different sides of it. The only reliable check is to type the exact address into USDA's Income and Property Eligibility site (link at the bottom). As of September 2026, Pennsylvania USDA lenders describe the ineligible zones as the areas in and around the cities of York and Hanover; the rural townships across the rest of the county are generally in.
What down payment help does Pennsylvania offer?
Two PHFA second-mortgage programs, as of September 2026:

Both require that you have no more than $50,000 in liquid assets after closing. K-FIT rides on the Keystone Home Loan, which for York County (effective July 1, 2026) allows a purchase price up to $499,900 and household income up to $106,000 for one- or two-person households or $121,900 for three or more. On a $309,900 home, K-FIT is $15,495 of down payment and closing costs you never repay if you stay ten years.
Does buying with a small down payment beat renting?
Usually, if you plan to stay more than a few years. The lender will hand you a maximum loan amount; that is the most they will lend, not what you should spend. Add a maintenance set-aside to the principal, interest, taxes and insurance, and then run a simple test: pay that full amount for three months while you are still renting, with the difference going into savings. If it pinches, the house will pinch. If it is comfortable, you have just built a bigger down payment. Short stays favor renting because transaction costs eat the early equity. Past that, every mortgage payment builds equity where rent builds none, and the mortgage payment is fixed for 30 years while rent is not.

Can the down payment be a gift?
Yes. FHA and conventional programs accept gift funds from family for the down payment, and HUD specifically lists gifts and down payment assistance among acceptable sources of the FHA 3.5%.
Can I combine PHFA assistance with FHA or USDA?
Keystone Advantage can be paired with several PHFA first mortgages. K-FIT pairs only with the Keystone Home Loan. A PHFA-participating lender will tell you which combination fits.
Is a bigger down payment ever the wrong choice?
If it empties your savings. A new homeowner with 3% down and a cash cushion is in better shape than one with 20% down and nothing left for the furnace.
